Abstract
The creation of a unified single market for urban and rural construction land has been identified as one of the aims of land system reform in China. To achieve this, it wil be necessary to understand the current situation and the problems associated with the existing markets for construction land, and so identify the barriers to the formation of a single market and then implement a process to generate constructive proposals for reform. In this paper, the key problems associated with the urban and rural construction land markets are analyzed. A collective construction land market was operating by 1978; from then on, increased industrialization (nationwide) and urbanization encouraged its development, and this was driven by hundreds of milions of Chinese farmers. The problms occured with the1998 revision of the Land Administration Laws, although it was then banned, but the colective construction land market is stil widely used in various forms. Reform was dififcult because of the direct government control over land operations. However, the government no longer controls land operations, so the key is to establish a uniifed urban and rural construction land market. Today, the most important task is understand and summarize the practical approach of the population to developing and running this market. The Third Plenary Session of the 18th Central Committee of the Communist Party of China recommended a steady push towards reform, and proposed nine speciifc points for implementation.关键词
