Abstract
Government Procurement Agreement (GPA) is an international open protocol, providing a lot of restrictive measures against to all means of discriminative purchase. But GPA parties keep some social functions in narrow legal space. Based on GPA bid lists, this paper analyses how GPA parties to integrate government procurement openness and social functions and realize the implementation of social functions under GPA in order to provide reference for the design of relevant Chinese functional systems after joining GPA.关键词
