Abstract
13th Five-Year is one important stage to push forward water resources modernization process and promote water safety guarantee capability. Based on major changes of informatization strategy and water control policy of China, and requirement about water resources informatization which is put forward by water deepening reform, it is necessary to anew comb and plan technology system and strategy of informatization construction combining with developmental feature of latest information technology. This paper analyzes the relationship between information developing process and capability of information ability raise, and obtains the meaning of water resources informatization construction in the current emergency of the improvement of the information capability. It also states 13th Five-Year water resources informatization construction and technical ideas whose central content is informatization resource management and service, and gives some suggestions on how to construct and implement about the important parts in detail.关键词
