摘要
Abstract
The vigorous development of marine economy has traditionally been associated with marine disas-ters occurring frequently.With the proposal of the Sea Power Strategy,it is increasingly necessary and im-portant to carry on researches on Marine Disaster Emergency Management.On the basis of the Contingency Theory,this paper analyzes various elements in Marine Disaster Emergency Management,builds the Con-tingency model and furthermore distinguishes the issues on Marine Disaster Emergency Management that re-quired attention.关键词
