免费开放的政策话语与实践--基于武汉市三区基层文化馆的调查研究

摘要
Abstract
Opening for free, as an innovative way to public cultural services, is an effective method to satisfy the cultural requirement of the masses, protect the citizens’ basic cultural rights and interests and make full use of public cultural facilities.At the same time, it is significant to promote the equalization of basic public cultural serv-ices, and promote the construction of service-oriented government and transformation of national cultural govern-ance mechanisms.The process from the making to the implementation of the policy of opening the cultural facilities for free, is not only the process from scheming to realization of the construction of a public cultural service system, but also the process from the system on paper to the concrete practice of the deployment of cultural policies.But there is some tension in the stepwise implementation of this policy, of which the internal logic roots in the strategic response of the grass-roots cultural facilities to the financial pressure as autonomic and active stakeholders, and their consideration of their interests and political achievement in the current institutional structure.关键词
