大学内部治理能力现代化的权力运行机制
The Power Operational Mechanism of Modernization of University Internal Governance
摘要
Abstract
To promote the transformation from management to governance in the universities,and realization of modernization of university internal governance is the core content of the university management reform. The im-provement of university internal governance system should establish the system running system of university internal power,and enhance the internal governance abilities. According to the three dimensional structure of internal uni-versity power,the imbalance problem of the present university internal power was analyzed in detail. Quite different from the power dimension the systematic optimization route was proposed,that is,the horizontal spreading of ad-ministrative power to the academic power,vertical change from school power to department power,power balancing and power main body gaming. Based on the separation of the Three Powers of Montesquieu,to guarantee the effec-tive running of internal power,the separation of three powers mode in the university should be established through borrowing the separation of powers theory,that is,scientifically distributing the internal power of university,strictly standardizing the executive internal power,establishment of balance system of internal power,the strengthening of supervising the carrying out of internal university power and so on. Based on the power distribution,balance,and executing,the systematic,scientific power operational mechanism is to established,which provide system guarantee for the modernization of university internal governance.关键词
