摘要
Abstract
The policy termination is an important link of the public policy process. But there are many obsta-cles to end a public policy in reality. The paper takes the“211 project”and“985 project”as an eXample,and an-alyses the current situation of difficulty to end. Then the paper analyzes the core factors of obstacles of termination such as policy inertia itself,the obstacle of interest groups,the pressure of public opinion,and the cost payment of termination etc. Finally the paper put forward some governance paths to prompt policy termination to eXecute more smoothly.关键词
