摘要
Abstract
Mechanism of resource allocation of higher education is an important factor of top-level university construction of path selection and implementation effectiveness. Fairness and efficiency are the two important inde-Xes to measure the rationality of the mechanism of resource allocation of higher education. Resource allocation mech-anism of past in top-level university construction mainly depends on the government plans,lack of resources alloca-tion of open competition and performance accountability. Therefore,in the two dimensions of efficiency and fair-ness,all has the very big promotion space. The establishment of higher education resources allocation mechanism based on the new public managerialism,to transform the government function,fully implement the autonomy of higher education institutions,let the market play the decision function in the process of resource allocation in higher education resource allocation,and constantly improve the mechanism of competition and performance accountability mechanism which is the route of the top-level university construction.关键词
