回归凯恩斯主义--金融危机背景下美国联邦政府大学生就业促进政策的选择
The Regressing of Keynesian---Choices of the University Students’Employment Promotion Policy of America Federal Government during the Financial Crisis

Abstract
The eXplosion of international financial crisis in 2008 makes the growing of university students’em-ployment problems become a worldwide problem that impacts the development of higher education and social stabili-ty. The Federal Government of USA had issued many acts to solve the problem of university students’employment, and positive results had been obtained. From the perspective of the logic framework,value orientation and the base of theory,the university students’employment promotion policy during the financial crisis in USA was analyzed. It was found that under the impact of the Keynesian,American government adopted the combination of the short term strategy and long term strategy,mainly including the crisis emergency relief,eXpanding labor demand,improving the labor supply,promoting the match of demand and supply to promote the university students’employment,dis-playing the development tendency of combination of Keynesian and Neoliberalism. The short term strategy is mainly presented in the emergency relief policy at the beginning of the crisis,paying attention to the short term efficiency of the policy,to promote the social fairness as the value orientation,through the increasing government public fun-ding,developing the Green economy,directly purchasing the public service,supporting the development of middle and small enterprises and so on,to arouse the employment demand,solve the contradiction of supply and demand and promote the increasing of employment. The middle and longer term strategy is mainly presented in the function-al policy in the middle and later period of crisis,paying attention to the sustainable development of economy and society,and the long term efficiency of the policy,to promote the employment demand,labor force supply,match of the demand and supply as the value orientation,reforming the talents training mode,strengthening the occupa-tional training and human resources tactic reservation,also improving the national university students’employment information internet,and etc. to design the university employment policy design. While borrowing the American u-niversity students’employment promotion policy,the national study should be deepened,the core factors being grasped,through the national policy,in order to achieve the balance development of Chinese economy and the uni-versity students’fully employment.关键词
