城乡一体化背景下集体建设用地流转问题研究--基于芜湖市的调研
Study on the Issues of the Transfer of Rural Collective Construction Land Under the Background of Urban-Rural Integration-Based on the Research of Wuhu
摘要
Abstract
Based on the ifeld research of Wuhu, this paper gives a conclusion about the issues concerning the transfer of rural collective construction land, these are:the defects of property rights, low land prices and ifnancing dififculties;standardized management of a second time circulation have yet to be strengthened;It is dififcult to join land expropriation and land transfer;and lack of intermediary service organizations. To cure the above problems, this paper presents that we should explore the legislative guarantee of collective construction land circulation, define the property rights of collective land, and reform the current land expropriation system. At the same time, we should improve the mechanism of collective construction land circulation, and establish a unified urban and rural construction land market. In addition, supporting measures must be improved via perfecting rural social security system and establishing rural ifnancial support system.关键词
