中国实施全球能源矿产资源战略中的几个问题
Issues on the Implementation of Global Energy and Mineral Resources Strategy in China
摘要
Abstract
Implementing the strategy of global energy and mineral resources is a necessary requirement for China’s development. The issues we must be concerned including actively adjusting the pattern of economic development and way of life, and optimally and intensively utilizing the resources;seizing the opportunities of global industrial division and reorganization to shift primary industry to the west of China and foreign countries;actively advocating the improvement of global energy and resources with full participation so as to establish discourse power pertaining to china's international standing, economic strength, development needs, and global responsibility; promoting both the change of energy production and consumption and the construction of ecological civilization;vigorously developing unconventional and new energy resources and new strategic industries. Then, this paper looks at strengthening the management of global resource strategy in the context of: intensifying the integration of energy and resources management system; private sectors are prohibited and restrained to enter into important strategic mineral resources and mining area; building perfect taxation system and mining land system;strengthening efifcient utilization and demand management of energy and resources;establishing and perfecting centralized and uniifed management system and mechanism for overseas resources;and ifnally, accelerating the cultivation and growth of main energy and resources market players to enhance international competitiveness.关键词
