Abstract
Property rights deifnition with regard to the main market players of mining enterprises has its particularity. Therefore, in order to realize property rights deifnition of state-owned mining enterprises, efforts must be made in the reform to turn state-owned enterprises (SOEs) into stockholding corporations, the capitalization of state-owned assets, and the mixed ownership economy. Along with promoting the integration of exploration and exploitation, a complete market main body is built. Private mining companies also need to deifne property rights, and realize system transformation and upgrading. This means that we must solve the institutional obstacles in the development of private mining enterprises, improve the policy environment and social environment, develop multi-ownership economy, as well as provide opportunities to the development of private mining enterprises. As for the state-owned geological exploration units, they should engage in their efforts to manage institutions and enterprises separately, to clear property rights so as to make geological prospecting enterprises into a main player in the commercial geological exploration market. Classiifcation reform of public institutions in geological exploration industry means that we will perform well in top design, make the principles of classiifcation reform clear and know how it operates. Proposing that national public welfare geological work group should be organized by the central government in a uniifed manner;and geological exploration units that are engaged in production and business must be regrouped by province.关键词
