The Work of Land and Resources through Innovation and Promoting the Development of Poor Areas-Research Report of Land and Resources Management at the Primary Level in Zhengfeng County, Guizhou Province
摘要
Abstract
This paper introduces the major practices that Zhengfeng county of Guizhou province has performed. These practices include: helping the people out of poverty with flexible industrial land policy; initiating new road to integrate environmental management with poverty alleviation and development;with the aid of the policy of increase, decrease, and afifliation, promoting the construction of experimental small towns;applying more innovations and science to the sustainable development of mining;leading the local people to wealth through the construction of harmonious mining area. In light of these problems:the contradictions between cultivated land protection and economic development, low efficiency of land use, the contradictions of mine geological disaster prevention and ore cluster, and the pressure of land management at the grass-roots level, this paper proposes that we must remain committed to the principles of the decentralization of population living, industrial zonation, and shortening the time limit of industrial land;optimize the mechanism for paying and returning the deposit. At the same time, we must accelerate our efforts to improve the legislation of corporate social responsibility, favor the income of resources toward the resources area. We also should integrate the funds to focus on the migration due to ecological and geological disasters;implement differentiation policy support for concentrated destitute impoverished areas.关键词
