Abstract
Land consolidation and improvement can bring great economic and social benefits. However, the spending on land consolidation and improvement in China is far less diversiifed. Through drawing lessons from land consolidation and improvement which carried out in Germany Ruhr Region, French Lorraine Area, the Netherlands, and Japan; as well as the different practical models of land consolidation and improvement investment at home such as Yutian Mode, Longzhou Mode, Yiyang Mode, Chengdu Mode, and Multiple-input of Anhui, this paper focuses on some ideas for improving China’s land consolidation and improvement investment. These ideas lay emphasis on the following: establishing a sound legal system to underpin land consolidation and improvement;enhancing efforts on top-level design, and exercising the government dominant role; in practice, a specialized agency which is responsible for the management of land consolidation and improvement must play its special functions; effectively integrating all kinds of agricultural capital so as to avoid overlapping projects and the contradiction emerged; using market mechanism reasonably;encouraging non-governmental capital investment; and stepping up efforts of the bank to carry on land ifnancing.关键词
