Abstract
This paper analyzes the projects of land development and consolidation at or above the provincial level between 2001 and 2013 implemented by Rudong county of Jiangxi province. It points out that the main problems in the course of implementation include the following: the deifciency of planning and design, having no detailed and poor preparations, poor supervision, and timely completion is dififcult. Through comparing the reform measures with regard to the project implementation around 2007, this paper sets forth countermeasures for ensuring the successful implementation of the projects of land development and consolidation at or above the provincial level. These countermeasures lay emphasis on the following: adjusting the management mode of project implementation from the aspects of project organizers, the administrators and participants of the fund; enhancing the awareness of the village masses at the grass-roots level to participate in quality and key application; strengthening the fund management, especially in the aspects of budgeting, reimbursement review, and ifnal acceptance of construction; improving institutional construction with regard to building a clean government, project legal person, project audit, archives administration and comprehensive beneift evaluation.关键词
