The Communication and Coordination Mechanism during Constituting and Actualizing Mineral Resource Planning
摘要
Abstract
Mineral resource planning is a systematic program which involved in many fields, sectors and links. Enhancing efforts to communication and coordination is not only the basic precondition for the task of guaranteeing the coordination and joint force of two types and four grades mineral resource planning, but also an important means for promoting policy coordination between the departments responsible for mineral resources management and other relevant function departments, as well as an important channel for ensuring people's rights and interests of mining areas and promoting harmony between mineral and land. This paper argues that the departments responsible for mineral resources management holds core position in constituting and actualizing mineral resource planning, which has the game relationships with other related subjects. On this basis, this paper points out that establishing organizations, building entrusting and expert consultant system, and exploring the public participation system have been the constituents for realizing effective communication and coordination between the main bodies.关键词
