规范和加强矿产资源开发利用方案审查的建议
Suggestions on Standardizing and Enhancing Our Efforts to Examine Mineral Resources Development and Utilization Plan
摘要
Abstract
This paper argues that the relevant regulations in force with regard to making and examining mineral resources development and utilization plan have positive effect on the conservation and rational development and utilization of mineral resources. It proposes that under the new situation that the changes both in macroeconomic background and the situation of mineral resources management have taken place, we should further standardize and enhance our efforts to examine mineral resources development and utilization plan from the following aspects: engaging in active efforts to adapt to the new normal economy; examining speciifcally to these contents such as controlling the excess capacity, eliminating backward technology, enhancing the important and mineral resources in short supply to be used efifciently and rationally with a view to helping “steady growth, structural adjustment”. In addition, we should strengthen the link with agency rules, so a concerted effort must be made to manage the mining; we should also carry out the new responsibilities of Ministry of Land and Resources to promote resource conservation and comprehensive utilization.关键词
