摘要
Abstract
American states have the different land policies. But there is a general character in the deifnition and distinction with regard to integrated land-use plan and special planning. Speciifcally, the special planning means that it is aimed at realizing the planning goals with strategic signiifcance and important value at macro level, which is oriented by the government. On the basis of systematically analyzing the characteristic and superiority of special planning of California, USA, it is found that it is this rigorous logic structure that have effectively promoted the ofifcials of California to pay attention to the coordination, comprehensiveness, and legality in the process of land use planning implementation and management. All of this has provided reference for China to establish a scientiifc and reasonable land space control, plan system, and the system of special planning implementation and management.关键词
