海河防潮闸防御风暴潮对策探析

Abstract
With the vigorous development of the Binhai New Area of Tianjin City, storm surge disaster prevention and mitigation have become increasingly important. A storm surge disaster in 1992 ,the most severe disaster since 1939, was reviewed in this paper. The causes of the disaster were identified as the failure of the storm surge barrier at the mouth of Haihe-river, because of the ground subsidence at the barrier. The investigation shows that when the water level at the barrier exceeds 5.11 m with the tidal level more than 4.71 m, water wil over-top the barrier and flood into the Haihe-river. Summarizing the characteristics of storm surge disaster in 1992, the countermeasures to storm surge are introduced including real-time warning system, improving the emergency response system, strengthening the maintenance and inspection systems, and enhancing communications with local government.关键词
