需方视角下“先看病后付费”政策预期实施效果评价与优化研究
Anticipation Effect Evaluation and Optimization of " Post Payment for Hospitalization" Policy from the Perspective of Demand-side

Abstract
Objective To analyze the cognition and anticipation effect evaluation of demand - side in " Post Payment for Hospitalization" policy and then give proposal to improve it. Methods By multi - stage stratified random sampling method in Aug. 2013,775 people were selected from three counties of Jining City to receive a face to face investigation about their general information and their understanding and evaluation of the policy. Results The awareness rate of the policy was 85. 2% (660 /775)and the knowing rate was 84. 5% (558 / 660). Generally,they learned it three four channels:hospitals(54. 2% ,358 /660)、doctors in the hospital(53. 8% ,355 / 660)、TV(47. 6% ,314 / 660) as well as country doctors(46. 8% ,309 /660). The demand - sides had higher credit consciousness and 69. 4% (458 / 660)of them thought they would not avoid contri-bution. As to the anticipation effect evaluation,the demanding sides held a positive attitude,among which 85. 2% (562 / 660) were satisfied,94. 5% (624 / 660)expressed their support. In addition,they spoke high of the implementation of the " 2221"policies. The first three key barriers to the policy anticipation were the reimbursement procedures(47. 6% ,314 / 660),hospital-ization costs(40. 6% ,268 / 660),and the admission process(31. 2% ,206 / 660). Conclusion The policy evaluation of de-mand - sides is higher and the policy of Post Payment for Hospitalization has better popularizing prospects.关键词
