山东省新能源产业发展政策法规体系保障研究
Research on the Security of the Policies and Regulations System of the New Energy Industry Development in Shandong Province

Abstract
Currently, the whole world is in the process of the transformation towards a low carbon development, in which the new energy industry is entrusted to shoulder the burden of grabbing the future strategic high ground. Around the strategic thinking of constructing Shandong Province into a strong province of new energy industry, the industry development of Shandong Province has made phased achievements. In spite of this, there are still some dilemmas existing in the development of the new energy industry of Shandong Province, for instance, the lack of the market development, the fail in decision-making management, the weak technical level, and the inefficient pricing mechanism. A result will be caused by these that the development model, the market structure and the incentive mechanism of the new energy industry will be under pressure to a long-term adjustment. Therefore, the development of the new energy industry in Shandong province should adopt a pattern of“government leading, market operation and citizen involvement”, improve the market environment and the decision-making mechanism, innovate technology policy and incentive mechanism, improve the institutional framework and regulations system, give full play to the decisive role of the market and promote great-leap-forward development of the new energy industry in Shandong Province with the guiding of the government policy system, innovation and improve of the regulatory system.关键词
