我国疾病预防控制专业防治站所经费保障现况分析
The present ifnancial status of professional stations for disease control and prevention in China
摘要
Abstract
Objective:To analyze the present financial status of professional stations for disease control and prevention qualitatively and quantitatively in China and to provide the base for the orientation and characteristic of professional stations and a more reasonable compensation mechanism in the future. Methods:A total of 1 047 professional stations at three levels from 28 provinces were investigated for their financial resources and expenditure status. Results:(1)Totally 70.4% of the professional stations paid more attention to public health services than therapeutic services nowadays.(2)The government financial subsidies only accounted for 32.4%of basic expenditure of professional stations in 2010.(3)The proportion of therapeutic services in total revenue of professional stations was 57.3%,which indicated the maintenance of professional stations mainly depended on service revenue. Conclusion:The compensation mechanism of professional stations in China is still not perfect. The phenomenon of “therapeutic services supporting public health services”has greatly affected the normal work of professional stations. It is necessary to improve the current financial mechanism.关键词
