摘要
Abstract
Rights of interested parties obtaining tobacco retail licenses were not clearly defined in existing laws and regulations. Explanation and reasoning of‘lawful rights and interests’,‘vital interests’, and‘public interests’, helps to remind tobacco monopoly administrative authorities to pay due emphasis on ensuring retailers’ rights and interests before issuing retail licenses. In practice, retailers’ rights and interests are properly protected according to laws can help reduce administrative disputes so as to achieve its social as well as lawful objective.关键词
