Abstract
Such problems as law enforcement overlapping, coordination at different administration levels and inadequate connection to criminal justice still exist in the current collaborative mechanism in tobacco monopoly law enforcement. This paper addressed the necessity of changing“department management” into“government administration” and setting up comprehensive and multi-level collaborative mechanism with relevant law enforcement and judicial departments on the basis of advantage and disadvantage analysis of current domestic administrative law enforcement collaborative mechanism model and the successful experience in practice. Concrete suggestions and measures were thus proposed for optimizing tobacco law enforcement collaborative mechanism, which will help to establish a collaborative mechanism featuring“joint efforts and close collaboration of different departments under government leadership”.关键词
