城镇应急避难场所运营管理机制设计探讨
Discussion on Operation and Management Mechanism Design for Urban Emergency Shelters
摘要
Abstract
The possibility of the method of entropy and dissipative structure theory to be get involved in the study on operation and management system of urban emergency shelters are discussed.On the above mentioned ba-sis,design logical relationships of operation and management mechanism for urban emergency shelter are put for-ward;design contents are interpreted as organization and management mechanism of shelter,human resources man-agement mechanism,information communication mechanism,facilities and material management mechanism,medi-cal and psychological aid management mechanism,health management mechanism,education and cultural manage-ment mechanism,etc.,and a logic relation diagram of the design contents is outlined.Finally,combined with the conditions of some urban emergency shelter operating condition,effects of the above mechanism design content ap-plication are verified.Results show that the design could improve the operation efficiency of urban emergency shel-ter and has a strong reference value for improving the urban emergency shelter operation management theory system.关键词
