首先提出地震应急救援能力存在明显的城乡差别，具体总结了这些差异，然后分析了造成这种差别的原因，最后指出城与乡两者在地震致灾成害和应急救援需求上不同。综合分析认为，地震应急救援具有城乡差异性，实际地震应急救援工作中，应该充分考虑这种差异性。
