Abstract
According to the theory of administrative law, drawing up constitution of higher vocational colleges belongs to the abstract administrative behavior, so it should follow two basic principles of administrative law of “legality” and “reasonableness”. According to the principle of legality, the constitution must conform to the legal requirement, which determines the legal contents of constitution; and the principle of reasonableness requires the constitution should not stick to one pattern, and should reflect higher vocational colleges’characteristics, which determines the “discretionary contents”. “The legal contents” and “discretionary contents” constitute the entire contents of the articles of constitution of higher vocational colleges.关键词
