摘要

Abstract

Given the urgent requirement for lifelong learning from citizens and the needs of the development of social economy, Denmark is divided into four stages and gradually developed a national qualifications framework for lifelong learning, built up a comprehensive national qualifications framework which based on the learning outcome oriented, covers all types and levels of education. After 7 years of operation, it has now entered the advanced operational stage. It can be seen that a variety of measures are used during the implementation process, such as the establishment of multi-level specialized agencies, extensive consultation with stakeholders, the use of policy instruments to safeguards the implementation of qualifications framework, improve the recognition of national qualifications framework. But we should also note that, Denmark has made rapid progress in developing, not all problems can be solved simultaneously.
