村民自治程序失范研究
Research on the Procedure Anomie of Villager Autonomy
摘要
Abstract
The villager autonomy is one of the important ways of democratic self-government in China.The di-rect democracy exerted profound impact on China's democracy and rule of law in the process of modernization,but due to the influence and restriction of villagers’poor procedure cognition,traditional procedure legal culture,lia-bility mechanism of the illegal procedure etc,there still exist some procedure anomie in the implementation process.In continuing to promote political democracy,solve the problems in villager autonomy,realize the routin-ization and standardization of the villager autonomy law,we must enhance the villagers’procedure concept and procedure consciousness,strengthen the local government’s guidance,and perfect the liability mechanism of ille-gal procedure.We need to prevent and eliminate procedure anomie from the source,process and results,thereby to further promote the new rural construction and realize the harmony and stability in rural areas.关键词
