摘要
Abstract
Geological exploration is an important basic work through which we can obtain basic geological information and break the constraints of resources. This paper introduces that central and local governments, geological exploration units, as well as social capital holdings subjects including a variety of commercial organizations, enterprise and public institutions and individuals are the main constituents of the geological market interest subjects. Only the concerted effort that these three subjects will make, a sound development of geological exploration enterprises can be promoted. By setting up a gaming model according to the inner mechanism of the game among these subjects, this paper points out that the government should take incentive strategy; both fund users and investors should build constraint mechanism with a view to standardize the activity of spending funds with clear rewards and punishments. It is essential that we must clarify the decision-making authorities between the central and the local governments.关键词
