农户土地权益退出行为的影响因素实证分析--基于嘉兴市“两分两换”模式
Empirical Analysis on Effect Factors with regard to Exiting Behavior of Land Rights and Interests of the Farmers-Based on “"Two-for-Two" Model Conducted by JiaxingCity
摘要
Abstract
Through the field research in the pilot locations where exiting behavior of land rights and interests of the farmers is carried out under the guiding role ofJiaxing’s local government, this paper has analyzed the effect factors from these aspects such as the recipients of the policy (the farmers), policy content, and policy implementation. It is found that exiting behavior of land rights and interests of the farmers is inlfuenced by the following aspects: non-agricultural income share and educational background of householders has signiifcant positive impact; while in the government-led cases, the farmers’ economic outlook has low effect. Moreover, the stability and equity of policies have signiifcant inlfuence, but the weak rural social security shows negative impacts. In response to this, this paper offers corresponding suggestions required for improving the exiting behavior from exit criteria, exit motivation, incentive measures for homestead exit, and risk prevention.关键词
