从空间管制角度谈对"多规合一"工作的思考
The Consideration of the"Multi-Plans Integration"from the Perspective of Spatial Control
摘要
Abstract
Spatial control is concerned as an effective management method of space resource allocation, which has become an important part of space planning and space management. "multiple plans Integration" is the only way to achieve unified space control. During the process, a unified control line and space control division should be formed; meanwhile, a "Three-in-one"(division-governor- policy) spatial control mechanism should be built as wel. To achieve coordination between space and policy, it is vital to deal with the relationship between the technical rationality and operability of administration, which can be helpful to prompt the type conversion from technical to policy-type. While using the adjustment and compensation to realize appropriate distribution of space exploitation right, the requirement of controling and binding of space control policy should be specific at the same time.关键词
