The Role of Prominent Personages-based Village Council in Advancing the Modernization of Rural Governance in China---Taking Yunfu City as an Example

Abstract
The establishment of prominent personages-based village councils in Yunfu City, Guangdong Province represents a pioneering innovation to advance rural governance in China.Sticking to the new concept of collabora-tive governance, the city of Yunfu enhances grassroots democracy via the establishment of prominent personages-based village councils in which participants ( parties, agencies, stakeholders) representing different interests are collectively empowered to make a policy decision.These village councils take village party organizations as the core, base themselves upon villager autonomy, supplement their functions by engaging social organizations, and marshal extensive public support, blazing a trail in exploring a new pattern of rural governance in China.Against the backdrop of current social conditions, it is of great significance to probe into the background, causes, prac-tices, experiences, effects and significance, as well as problems and countermeasures of prominent personages-based village councils in Yunfu, for the benefit of promoting the modernization of rural governance in China.关键词
