“Pan-Arctic” National Governance and Its Impact on the Status Quo of China's Arctic Interests

Abstract
With the perennial sea ice in the Arctic melting at a faster rate, there arise huge opportunities in the Arctic for exploitation of rich resources and a lucrative Northwest Passage shipping route .Along with economic ben-efits comes the intense scramble among relevant countries and stakeholders for political dominance in the Arctic.To complicate the matter, competition for shares in political and economic interests in the Arctic has gone beyond the traditional geographical boundaries along the Arctic Ocean, and a host of pan-Arctic countries also get involved in the rivalry.Pan-Arctic countries consist of core countries in the Arctic with exclusive interest, core countries in the Arctic with inclusive interest, and other stakeholder countries.Taking the geopolitical status of core countries in the Arctic as a springboard, this paper presents an analysis of the national policy choices over the Arctic by countries similar to China’ s geopolitical conditions, with a view to rationalizing China’ s position in the Arctic and formula-ting China’ s choice of interest in the Arctic region.关键词
