Abstract
With the new normal condition, a new generation of informative technology that is transforming the tradi-tional manners of communication at an unprecedented speed is based on the internet as its core, restructuring the i-deological systems and manners of governance. Therefore, urban development will turn to the reality by innovation which takes the lead in the society;seeking the only way out for the difficulty from the development to be break the bottleneck;joining into the technological and industrial revolution to keep pace with the modern ages;challenging the economic contests among cities. In order to speed up the innovative development, the positive formulation and plans must be effective according to the different areas. Comprehensively reforming and eradicating outdated systems to push the whole innovative process little. In the light with the urban different characteristics to structure frame-works of industrial productive chains and innovation, the systems of business-oriented and the market-oriented in-dustrial innovation will be accelerated rapidly. Meanwhile, alliances of urban business as partnership will be imple-mented so as to strength national innovation-oriented urban construction.关键词
