Abstract
To satisfy the need of the development of the modern market economy, Chinese government has put"rule by law" into the constitution since 1999. After 10-year hard work of building a law-based government, we accom-plished a lot of achievements, yet we still faced many problems, such as lack of legal sources, lack of supervision of administrative regulations and so on. To solve these problems, we must modernize our way of thinking, which means that we must innovate our management, ideas and system.关键词
