地方政府行政审批制度改革的进展、问题与出路
The Reform of Administrative Examination and Approval System of Local Government:Achievements,Challenges and Countermeasures
摘要
Abstract
T he local Government's reform of administrative examination and approval system is the spe‐cific practice of national reforms .Taking the practical experiences in Hainan ,Foshan ,Ningbo ,Wenzhou , Chuzhou ,Tianjin ,Sichuan and other regions as the cases ,this article summarized the reform achievements in the aspects of the decreased approval items ,more efficient procedures and improved service quality . However ,there still existed such problems as lacking of rationality and legitimacy in cleaning‐up ,immature supervisory mechanism ,limited social undertaking abilities ,and the lagging legal institutions etc .T here‐fore ,the further reform aimed to clarify the systematic rights ,innovate the approval methods and develop the social organizations in order to promote the systematic reform of local government's administrative ex‐amination and approval .关键词
