中国适应气候变化政策现状、问题和建议
Current Status, Problems and Recommendations on Climate Change Adaptation Policies in China

Abstract
Climate change adaptation is a practical and urgent task in China. Climate change adaptation policy making and implementation are important parts of adaptation work as well as an essential guarantee for achieving the national and local adaptation goals. Since China's National Programme to Address Climate Change issued in 2007, series of climate change adaptation policies have been released by governments at all levels which promoted China' s rapid development of climate change adaptation policies. In this paper, the current status of climate change adaptation policies were sorted out and analyzed systematically at the first beginning. It revealed that a top-down system of climate change adaptation policies have been initially formed in China including 117 adaptation policies at the national and ministry levels;31 adaptation action plans and 21 adaptation plan at the provincial level. Although there were not so many specialized policies on climate change adaptations, more and more departments and industries closely related to climate change had the tendency of adjusting themselves to the requirement of climate change and it had become a mainstream recently. Local adaptation policies take the influences of climate change and the capability differences into consideration and adjust its policy principles, goals and priority fields accordingly. Problems in policy making and implementation of climate change adaptation were analyzed in the following stage. It was found that firstly the national and sectoral adaptation policies constituent elements was not consummate and specific;the adaptation polices' goal does not match with related adaptation capability and resources;incompleteness of adaptation decision making factors,lack of supervision in local adaptation policies; and the adaptation outcome evaluation was still quite weak. Secondly, as the downstream of the policy centre, the awareness of climate change importance and the capability of climate adaptation policy making have revealed its limits in local governments. Thirdly, the science foundation of climate adaptation is rather vulnerable. Finally, several suggestions were put forward to further improve the system of climate change adaptation policies, such as:a) improving the strategic position of climate change adaptation in China, b) enhancing decision-making mechanism of climate change adaptation, c ) strengthening climate change adaptation research foundation, and d ) thoroughly well prepared for the adaptation management structures.关键词
