摘要

Abstract

Operation quality supervision on civil aviation air traffic management (ATM)system is the foundation of implementing risk management,safety performance monitoring and safety management decision-making in ATM.We study and design the system deployment structure and main functional modules based on analysing the status quo of civil aviation supervision and inspection system at home and abroad and the quality supervision and management responsibilities,as well as through deep analysis of business logical relationship of business process and data routing of interface information.The system consists of six functional modules:the work preparation of supervision and inspection,the implementation of supervision and inspection,the supervision and inspection results tracking,the statistics of supervision and inspection results,the regulations and standards queries,and the database management,it is disintegrated into 32 sub-platforms.From January 201 3,the system has been promoted on trial in ATM Bureau of Civil Aviation Administration,seven regional ATM Bureaus and 37 ATM branch Bureaus (stations),it improves the regulatory efficiency and the standardisation of organising and implementing the operation quality supervision,and also reduces regulatory costs and workload.
