Abstract
To drive local development by policies rather than plans, is a major feature of China's reform and opening up, on this case Pudong New Area is a typical model. Based on the overal carding of four stages policies evolution and its impacts on Pudong New Area development, this paper grasps the inner driving force transmitting through three key links of "development regime- production of space - values cycles", to explain its policy-driven mechanisms. In the context of P.R.China, the key point of policy-driven development is the organic combination of "centralization" and "decentralization", which can produce great benefits, but also has its inherent paradox. The achievements of the policies driving Pudong New Area development has its specific nature, the more New-area development should realize its core mechanism and learn, rather than simply imitate.关键词
