Abstract
Social housing, which appears as the indemniifcation housing, is becoming popular in domestic cities, so the analysis and summary of social housing policy is necessary.Firstly, the paper summarizes the development stages of the social housing in the country, and analyses the effect of the social housing in different time nodes. Secondly the paper takes Shanghai as an example, considers that the social housing development in shanghaican be divided into four stages:Wholly welfare stage, the developing stage in early days of housing commercialization, the stage when combined with city construction and the phase when the social housing became the key point of the policy. Compared to the development stage of social housing in shanghai and all over the country, the author believes that it relfects the lagging and the jumping effect of local government in implement policies;the strengthening of speciifc policy;the alternative and complementary utility between policies.关键词
