Abstract
Along with the continuous development of city de-velopment, prices of city commercial housing continue to rise, in such conditions, the smal property right room emerges as the times require in the system of China's urban and rural land ownership system. The smal property right room is a certain extent solved part housing demands of the city low-income re-sidents and farmers transfer to city residents.
