基于差异化全寿命周期成本的电网规划经济性评估方法
An Economic Assessment of Power System Planning Based on Differentiated Life Cycle Cost

Abstract
According to the principle and requirement of differentiated planning for large-scale power grid and through integrating the life cycle cost (LCC) theory and the ‘with and without comparison’ method in the disaster economics, a set of economic assessment system based on differentiated LCC effectiveness is proposed. Considering the strengthened cost and the benefit from loss reduction in the differentiated planning and taking the time and probability of disaster occurrence into account, an assessment model for differentiated planning of power grid is established, and the accumulated strengthened cost, the expected net proceeds and the benefit/cost ratio indicator are put forward. Comprehensively considering the differences among service lives and times of putting into operation of different equipments and by means of determining unified time period for the research, the economic assessment of differentiated planning from the level of equipment, namely the single component, to the level of system, namely multi components, is implemented. The feasibility and validity of the proposed assessment method are verified by simulation results of Garver’s 6-node system.关键词
