摘要
Abstract
With the development of power grids and advance in structural reform of power sector, the defects in management and control of investment of existing transmission planning standards (TPLs) in China are disclosed increasingly, thus the underlying problems in the drafting, execution and supervision of the standards are revealed. For this reason, existing TPLs in China is compared with TPLs in NERC, UK, Germany, France and Russia. Based on comparison results, six principle including neutrality, economy, definition, measurability, operability and limited flexibility, which good TPLs should follow, are researched and proposed. Finally, disadvantages in existing TPLs in China are pointed out and corresponding suggestions are given.关键词
