Abstract
The "tragedy of the Commons" refers that individuals rationally pursuit of maximum benefits, but the behavior caused a loss of public interest and public resources, which reflects the rationality decisions of individual led to irrational consequences. Thus, we should clarify all kinds of public property boundaries, but not change the existing system, and establish a strict system of property rights trading and environmental property rights for con-structing a property right system of natural resources that conforms to China's national conditions and the socialism with Chinese characteristics.关键词
