Abstract
In the development of the professional development of young teachers in Colleges and universities, there are problems such as the pressure of vocational development, the lagging behind of the concept of career de-velopment, the development of young teachers' growth and development. And the university culture construction has the important function to the young teacher development: leading function, the drive function, the restraint function and the innovation function.
