京津冀地区生态补偿框架研究
Study of Ecological Compensation Framework in Beijing, Tianjin and Hebei Province
摘要
Abstract
Establishment of ecological compensation mechanism in Beijing, Tianjin and Hebei Province (BTH) is an effective path to promote the coordinated development of BTH and explore the construction of ecological civilization. Resource and environment constraints are the main challenges for the development of BTH regions. In this paper, on the basis of analysis of the necessity of ecological compensation and the existing practices in BTH regions, construction of a government and market ecological compensation mechanism is studied and proposed. By establishment of such an ecological compensation mechanism, efficiency of the ecological system service can be maximized and the purposes of cost sharing, resource sharing, and ecological and economic win-win of BTH can be realized.关键词
