Efficiency Evaluation on Regional Innovation of Silk Road Economic Belt

Abstract
The regional innovation efficiency of 9 provinces from 2007 to 2012 is measured using SE-DEA method ,and a dynamic efficiency comparison is made by Malmquist Index .Results show that the efficiency difference among the 9 province is significant.Specifically,Sichuan,Chongqing,Shaanxi and Gansu are at the top,Qinghai and Ningxia are restricted by its innovation scale ,while Guangxi ,Yunnan and Xinjiang are low efficiency and the redundancy exists in R&D expenditure and personnel .The Malmquist Index analysis suggests that the TFP of the whole economic belt is slightly decreased ,and the decrease in composite technical efficiency and scale efficiency restricts the TFP improvement .关键词
