Robust bilevel optimization model for emergency resource location and allocation under uncertain condition

Abstract
In this paper, a robust bilevel programming model is established to determine the two-grade resource location and allocation of the province and cities under the demand uncertainty and multistage rescue process for the unusual emergencies. Based on the relative robust optimization, the original problem is converted to the deterministic linear bilevel programming with no shared variables among followers, and then the hybrid genetic algorithm is proposed to obtain the robust solution. Accordingly, the collaborative optimization of the two-grade resource location and allocation is realized for the province and cities. A case study is shown to demonstrate the feasibility and effectiveness of the proposed model and its algorithm.关键词
