The Operation and Risk Management of Local Government Financing Platform--A Case Study of Jinan City
摘要
Abstract
The operation system of Local government financing platform is not perfect, the credit structure unbalance, single channel of financing, debt too much rely on land, there are payment risk, etc. The strengthening risk management of local financing platform needs to do:improving the corporate management structure, to establish evaluation and examination mechanism;forming debt management science models, to regulate the stock of debt in accordance with the law;expanding the platform for the company's main business, to play a role in the main channel of urban construction;improving urban construction project decision-making mechanism, to promote the standardization of project construction; creating a government-backed guarantee mechanism to effectively resolve the debt risk;expanding actively financing channels, to build a diversified financing pattern.关键词
